In the program of secondary education in Turkey, comprehensive modifications were made by the Ministry of Education and The Chairman of the Board of Education in 2017-2018 education year. In this new history curriculum, one of the prominent component is value education. In this new cirruculum of history some values are gathered in 10 main titles in order to raise new genaratıons with national and universal values. These values are justice, friendship, honesty, self control, patience, respect, love, responsibility, patriotism, helpfulness. If we want to have new generations with national and universal values, education of values should be assimilated. Consequently we not only teach values like a subject but also they must be narrated in a good correlation and they mustn’t be far away from the approache of education program. In this study, the aim is to distribute the values according to the class levels. According to the class levels, units, subject, learning outcome and the explanations are analysed, by this we try to find out which value it involves, how much the program involve the values, from which level they give importance to the values. History lesson education program was searched acording to the learning outcome of the class levels, values and the attitudes and the behaviours related to values are tried to be defined. In this research, one of the qualitative searching method of document analysis and inductive analysis are used. It is seen that, ın order to adopt all the values in this education program, we mentioned the values in all stages and units in an equal way. The conversion of these values in to the attitudes and behaviours should be encouraged, also the awareness of these values should be constituded to the students. Values should not stay as an expression in the new program, students should have some suitable oppotunities for the practice of the values.
